Lam Ko Luen, Partner, Shook Lin & Bok
Lam Ko Luen heads Shook Lin & Bok (Kuala Lumpur)’s Building, Construction & Engineering department, Arbitration (International & Domestic) department, and Insurance department. He has been in practice for over 25 years and appears as counsel in court, arbitration and adjudication hearings, and sits as an arbitrator and adjudicator. He is currently listed in the panel of arbitrators and adjudicators of the Asian International Arbitration Centre (“AIAC”), The Malaysian Institute of Arbitrators (“MIArb”), Shenzhen Court of International Arbitration (also known as the South China International Economic and Trade Arbitration Commission) (“SCIA”), Korean Commercial Arbitration Board (“KCAB”) (International Arbitrators), and Hainan International Arbitration Court (“HIAC”).
He was the President of MIArb from 2013 to 2015. Apart from legal practice, Ko Luen has contributed in several legal publications, which include a chapter entitled “Arbitration Reform in Malaysia: Adopting the Model Law” in the textbook The Developing World of Arbitration: A Comparative Study of Arbitration Reform in the Asia Pacific by Hart Publishing; the Malaysian chapter of CDR — Essential Intelligence: The Belt and Road Initiative, published by Global Legal Group, London; “The Anti-Suit Injunction” chapter in Law and Practice of Injunctions in Malaysia by Sweet & Maxwell; and the chapter “Design and Supervision Obligations in Construction” in Law and Practice of Construction Law in Malaysia by Sweet & Maxwell.
Choon Hon Leng, Partner, Raja Darryl & Loh
Choon Hon Leng was admitted as an advocate and solicitor of the High Court of Malaya in 2003. He obtained his degree from the University of Sheffield, UK. He has been a partner of Raja Darryl & Loh since 2009.
Hon Leng has advised various players in the construction industry, including employers, main contractors, subcontractors and consultants in projects of various sizes and types. His experience in this regard includes pre-contract negotiation, contract documentation, project advice, post-dispute negotiation and formal dispute resolution (including construction adjudication under Construction Industry and Adjudication Act (“CIPAA”) 2012). He has also acted as lead counsel in several construction arbitrations, notably as the lead counsel for an arbitration held in the People’s Republic of China involving Malaysian and Chinese entities, where the proceedings were conducted wholly in Mandarin under the CIETAC (“China International Economic and Trade Arbitration Commission”) arbitration rules. Over the years, Hon Leng has been invited as speaker and presented papers at construction conferences on various topics, including loss and expenses claims, arbitration, dispute handling, project management and contractual issues.
Hon Leng has been elected as the Vice-President of the Chartered Institute of Arbitrators, Malaysia Branch (“CIArb”) for 2019–2020. AsiaLaw Profiles in its 2017 publication listed Hon Leng as a “Rising Star Lawyer” and as a “Leading Lawyer” in its 2018 and 2019 publications; and as a “Distinguished Practitioner” in its 2020 publication.

Deepak Mahadevan, Partner, Azmi Fadzly Maha & Sim
Deepak practises in the field of civil and commercial dispute resolution with a primary focus on construction and engineering disputes. His experience in this area includes advisory and drafting services for all stages of the project life cycle and formal dispute resolution (whether through litigation, international and domestic arbitration, contractual adjudication or statutory adjudication under the CIPAA).
In addition to his experience as counsel, he is also a qualified adjudicator with AIAC, and frequently sits as an adjudicator in CIPAA disputes. Deepak is also a member of the Bar Council Construction Law Committee.
Event Policy
Places are limited and registration is on a first-come, first-served basis.
For events with registration fees, all payments must be made in advance, including bank charges. Registration will be confirmed once proof of payment is provided by email or fax, and full payment is received.
For events that are not organised by Bar Council, please note that you are subject to the relevant terms and conditions specified by the external providers.
Cancellation
Cancellations must be made in writing.
If you have failed to inform the organiser on your cancellation for three consecutive times, you may be blacklisted for future events.
Refunds
Refunds will be processed after the event is completed. This may take up to 30 business days. The conditions for refunds are as follows:
The organiser reserves the right to modify, cancel or postpone the event, should circumstances arise that make such action necessary, whereupon all registration fees paid will be refunded.
Transferral
You are allowed to transfer your place to another participant, but you must notify the organiser with the necessary details.
Attendance
CPD points will not be awarded to lawyers and pupils in chambers from Peninsular Malaysia who arrive more than 15 minutes late, are not present throughout the event, or leave before its scheduled end.
Privacy
The personal information that you provide to the Bar Council, whether now or in the future, may be used, recorded, stored, disclosed or otherwise processed by or on behalf of the Bar Council for the purposes of facilitation and organisation of this event, research and audit, maintenance of a participant database for the promotion of this event, and such ancillary services as may be relevant.
