This session highlights initiatives to engage with the Government in advancing father-inclusive approaches, alongside the introduction of co-parenting modules designed to foster cooperation, shared responsibility and child-focused outcomes.
Speaker
Malcolm Fernandez is a seasoned Advocate and Solicitor with over 25 years of experience. He is the Managing Partner of Malcolm Fernandez Advocates & Solicitors, a boutique law firm in Kuala Lumpur and the Founder and President of the Fathers’ Rights Association of Malaysia (FRAM). His firm specialises exclusively in representing fathers in high-conflict family law disputes, reflecting his commitment to supporting fathers and advocating for shared parenting and family justice.
Beyond legal practice, Malcolm Fernandez has been actively involved in policy development, legal reform and public advocacy on fatherhood, men’s mental health, and family dynamics. He played a key role in establishing FRAM, which provides guidance, emotional support, and assistance to fathers from all backgrounds, including those facing legal challenges or parental
alienation. Through FRAM, he promotes responsible fatherhood and encourages fathers to seek professional help for behavioural and mental health issues.
Malcolm Fernandez has contributed to national initiatives such as the National Fatherhood Module (LPPKN 2024) and shared parenting reforms. He has been recognised by the Ministry of Women, Children and Community Development for his work. He regularly serves as a speaker and expert advisor to universities, institutes, and policy groups on co-parenting, shared parenting, and fathers’ rights.
Educated in law at the University of London and the University of Tasmania, and called to the Malaysian Bar in 1998, he specialises in commercial, banking, family law, and cross-border litigation. Through his professional and community work, Malcolm Fernandez continues to advance legal reform, raise awareness about fathers’ rights, and support men and fathers in Malaysia.
