Speaker

Tun Tengku Maimun bt Tuan Mat
Professor of Practice, Faculty of Law and Holder of the Royal Chair in Integrity and Good Governance, Universiti Kebangsaan Malaysia (“UKM”) and Former Chief Justice of Malaysia.

Tun Tengku Maimun bt Tuan Mat was appointed as the 16th Chief Justice of Malaysia on 2 May 2019. She served as the first female Chief Justice until her retirement in July 2025. Her six-year tenure was marked by several high profile cases and a strong stance on judicial autonomy. She presided over a number of landmark matters, including cases involving the former Prime Minister of Malaysia and delivered judgments defining the limits of State and Federal powers, particularly in relation to religious matters. As Chief Justice, she delivered several notable dissenting opinions in constitutional matters, reflecting the judiciary’s independence.

Her leadership was widely regarded as principled, demonstrating integrity and a firm adherence to the rule of law, which strengthened public confidence in the judicial system. Under her leadership, the Malaysian judiciary gained considerable respect and was seen as reaffirming its constitutional role as an independent arm of government.
