Webinar on Briefing on Human Rights: Monitoring and Urgent Arrest at Public Assemblies

The Bar Council Constitutional Law and Human Rights Committee (“CLHRC”) has, over the years, formed monitoring teams to observe and document public rallies, walks, demonstrations and protests.  These monitoring exercises are part of our commitment to uphold the right to peaceful assembly as enshrined under Article 10 of the Federal Constitution and Article 20(1) of the Universal Declaration of Human Rights.

Description

Monitors play a vital role in:

(1)   observing and recording actions by participants and law enforcement;

(2)   documenting incidents impartially and professionally;

(3)   safeguarding the image of the Malaysian Bar as a neutral observer; and

(4)   providing valuable records that may later serve as evidence in court proceedings.

At present, our pool of monitors is small.   To strengthen our monitoring capacity, CLHRC is conducting this webinar for Members of the Bar who are interested in learning about the role of monitors and volunteering in future monitoring exercises.

 

This webinar will cover the following:

 (1)   The objectives and importance of monitoring;

(2)   Roles, responsibilities and code of conduct for monitors;

(3)   Preparation before, during and after an event;

(4)   Safety considerations and dealing with challenges on the ground; and

(5)   Reporting, documentation and post-event evaluation.

 

Those who wish to be a monitor should fulfil the following criteria:

(1)   Member of the Bar; and

(2)   Pupil in chambers (with consent from the Pupil Master).

 

Note: Law students and those awaiting their Long Call are not eligible to serve as monitors.

 

Members and pupils in chambers who are interested to be monitors are highly encouraged to attend this webinar.

 

Your participation as a monitor will help expand the Malaysian Bar’s monitoring capacity and contribute meaningfully towards safeguarding human rights during public assemblies.

Speaker

Cyrus Tiu Foo Woei

Partner at Azri, Lee Swee Seng & Co, practising in dispute resolution, constitutional law and privacy. He was admitted as an advocate and solicitor of the High Court of Malaya in 2011 and holds a Bachelor of Laws degree from the University of London and a Master of Laws degree from Universiti Malaya.

 

Rajsurian Pillai

Managing Partner of Surian, where he practises criminal law. He was admitted as an advocate and solicitor of the High Court of Malaya in December 2014 and has since focused his practice on criminal advocacy.

Terms and Conditions

Event Policy

Admission is free, but advance registration is required.

Places will be allocated on a first come, first served basis.

The registration for this session will close on 3 Nov 2026 (Tuesday), at 12:00 pm.

 

The organiser reserves the right to modify, cancel or postpone the event, should circumstances arise that make such action necessary.

 

 Attendance

CPD points for the CPD Scheme will not be awarded to lawyers and pupils in chambers from Peninsular Malaysia who arrive more than 15 minutes late, are not present throughout the event, or leave before its scheduled end.

 

Cancellation

Cancellations must be made in writing.

Substitutions are allowed.  Kindly inform us in writing with the relevant details at least three days in advance.

If you have failed to inform the organiser on your cancellation for three consecutive times, you may be blacklisted for future events.

 

Privacy

The personal information that you provide to the Malaysian Bar, whether now or in the future, may be used, recorded, stored, disclosed or otherwise processed by or on behalf of the Malaysian Bar for the purposes of facilitation and organisation of this event, research and audit, maintenance of a participant database for the promotion of this event, and such ancillary services as may be relevant.

 

Transferral

You are allowed to transfer your place to another participant, but you must notify the organiser with the necessary details at least three days in advance.
