Disruptive Innovation is a difficult thing to spot at the moment it is occurring. It can affect the transportation industry, hotel industry, education industry, legal profession and many others. When it occurs, the existing businesses tend to challenge the operations of the ‘new’ innovations. The traditional market players perceive the operation of the ‘new’ innovations as not complying with local laws and regulations and thus competiting on an unfair footing. Whereas the proponent of disruptive innovation believes that the ‘new’ innovations offers tremendous potential benefits for the economy. This raises a question whether Malaysia Competition Commission should play a role in this regard. The forum seeks to facilitate a discussion on matters relating to Disruptive Innovation and Competition Law.

ISKANDAR ISMAIL
Director of Investigation and Enforcement, Malaysia Competition Commission
Iskandar Ismail leads the Investigation & Enforcement Division in the Competition Commission (MyCC) since 2013. He graduated from the International Islamic University with Bachelor of Laws (Hons) in 1997 and holds Master of Laws in International and Comparative Law from the George Washington University Law School, Washington DC. He was called to the Bar as an Advocate and Solicitor of the High Court of Malaya in 1998 and began his legal career at Puncak Niaga (M) Sdn Bhd. He later served Bank Negara Malaysia as a Prosecuting Officer in 1998 and became part of the pioneer prosecuting team in the Legal Department until 2005. Prior to joining the MyCC as Director, he was an Assistant Trial Attorney with the United Nations for the International Criminal Tribunal for Rwanda in Tanzania for 8 years, prosecuting genocide and serious violations of international human rights laws. He is currently listed in the Justice Rapid Response expert roster, a professional service provider to entities that have jurisdiction or mandate to investigate, fact-find or carry out inquiries relating to mass atrocities.

Competition Law Specialist and Faculty Member, Law Faculty Universiti Teknologi Mara
Assoc. Prof. Dr. Wan Liza Amin@Fahmy has extensive experience on matter relating civil and commercial law. She has led work which has provided insights into the current issues relating to Competition Law and more recently actively involved in the academic institution and research. In addition, she has been participating in many conferences around the world which include OECD Globul Forum and ICN Roundtable. She holds a Bachelor of Laws (Hons) from IIUM and a Master of Laws in Competition Law, Corporate Governance and Money Laundering from Cardiff University, UK. She has written a thesis on ‘Deregulation and Managed Competition: Powering a Sustainable Future’ and obtained a doctorate from University of Wisconsin Law School, USA. She has emerging publication record and currently working on publishing a book on ‘Competition Law in Malaysia’ which is due to be completed at the end of 2017.

PUTERI SOFIA AMIRNUDDIN
Programme Director for the Master of Laws Programme Taylor’s Law School Puteri Sofia Amirnuddin read law at University of Tasmania and continued reading law at Monash University where she was conferred with Master of Laws in 2010. She did her pupillage at Messrs Cheah Teh & Su in 2011 and was called to the Malaysian Bar in 2012. Her passion in research and education brought her into the academia in 2013. She is currently the Programme Director for Master of Laws and a law lecturer at Taylor’s University. She has recently published an article on The Impact of Globalization on Islamic Law in Malaysia in the CRELDA Journal. She has also recently co-published two research papers in The Law Review 2017 relating to the Deregulation of the Taxi Industry in Malaysia and also on Aspirations of a Young Law School. She has presented a conference paper together with Dr. Jason Turner on Perspectives of Privacy in the context of Social Media. She is currently writing a paper on Augmented Reality Learning whilst at the same time working on her thesis relating to Competition Law through a PhD programme of study.
