Speaker

Emeritus Professor Datuk Hj. Shad Saleem Faruqi is the Holder of the Tunku Abdul Rahman Chair at the Yayasan
Tunku Abdul Rahman, Faculty of Law, University of Malaya.

Prior to that he was a Professor of Law at Universiti Teknologi MARA (UiTM) where he served 45 years in various capacities from 1971 to 2016. During his tenure at UiTM he was seconded to the International Islamic University Malaysia (1984-1987). He was honoured by Universiti Sains Malaysia as a Visiting Professor, Honorary Legal Adviser and Holder of the Sambanthan Chair (2008-2011).  He holds a PHD from International Islamic University Malaysia where he was supervised by the renowned Tan Sri Prof Ahmad Bin Ibrahim.

In 1991 as part of an Asia Foundation Project he drafted the Constitution of the Republic of Maldives. He has served as a consultant to many international organizations in the Philippines, Indonesia, Singapore, Fiji, Timor Leste, Afghanistan, Iraq and Sudan, advising them on their constitutional documents. He has presented over 500 seminar papers in 15 countries and has helped to draft several international documents including the Kuala Lumpur Declaration to Criminalize War and a UN Declaration on Protection for Places of Worship.

He has drafted Institut Teknologi MARA (Amendment) Bill 1996 and the Universiti Teknologi MARA (Amendment) Bill 1999 that converted Institut Teknologi MARA into a full-fledged university. He drafted the Universities and University Colleges (Amendment) Act 2009 and also drafted the “Apex Constitution” for USM in 2009.

He is a Distinguished Fellow of the Institute of Strategic Studies and a one-time member of the Malaysian Human Rights Commission’s Education Sub-Committee. In 2009 UiTM honoured him with the University’s first Emeritus Professorship award. In 2012, Putra Science College conferred on him a “Life Achievement Award”.

In four decades in the field of law he has authored 10 books and more than 500 articles in journals, periodicals and newspapers. Currently he is a columnist with The Star.
