Expert at Improving Systems Involving Rule of Law, Justice, and Crime Reduction

A veteran Federal Prosecutor with more than two decades’ experience spearheading U.S. and international programs to combat major criminal conduct infiltrating society. Focus includes drug, gun, and human trafficking organizations; organized gangs; child pornography; cybercrimes; immigration offenses; money laundering; and terrorism. Highly skilled at developing targeted approaches to improve systems to enhance capacity of law enforcement and prosecutors to combat crime and violence. Initiate paradigm shifts beyond the individual criminal to focus on combatting organizations behind serious crime. Lauded for an ability to build bipartisan and multinational coalitions and for deftly liaising with high-level officials, judges, community leaders, and law enforcement. Career highlights include bringing new Rule of Law initiatives to transnational offenses originating in Brazil, Mexico, Panama and Malaysia; successfully prosecuting nearly 100 criminal gang members; helping create the Model Federal Victim/Witness program that became a blueprint for prosecutors nationwide in the United States; and leading Mexico’s efforts to create a national Amber Alert program.
